From the state's perspective, if the seismic requirements are outdated, then the last thing anyone wants to see happen is people injured or killed because the structure couldn't withstand the earthquake (especially a mild one). Even worse if the earthquake happens during a live national broadcast of a Cal football game (think of the earthquake that occurred prior to the start of a World Series game...may have been a Bay Series).

FWIW there was a mild earthquake the night or two before VT played Air Force. I attended the game and ended up sleeping through most of it and woke up for a few seconds (still half awake-half asleep state) during the tail end or an aftershock. The only reason I know it was an earthquake is because I took a tour of the city the next morning and the first question the tour guide asked us Hokies is, "How did you like the earthquake last night?"
